If I tell d-i my language is English, but pick Brazil as my country,
I get "en" in /etc/locale.gen. This makes perl spit out ugly errors, and
is not a valid locale, so it should not be added.

- Use "debian" and not "localhost" as the default hostname, following d-i.
- Make apt-setup cdrom probing more robust; look for /media/cdrom0 and
/cdrom in the fstab as well as for the /dev/cdrom link.
- Make sure /sbin and /usr/sbin are in the path when starting the
interactive shell.
- In termwrap, delete "should never happen" errors that happen.
- In termwrap, put back the code that unsets bad variables if the locale
charset comes out as ANSI_X3.4-1968.
- In termwrap, don't add locales to locale.gen unless they are not
present, and are listed in /usr/share/i18n/SUPPORTED. Closes: #248951
- Move the /etc/environment LANG code out of termwrap where it does not
belong, have base-config only do it on new installs.
