It should use either the kernel-image-$version or
kernel-image-$version-smp package, where $version is the output of

 uname -r | cut -d . -f 1,2

unless said package is not included in the output of

 chroot /target apt-cache search kernel-image | grep ^kernel-image | cut -d" " -f1 | uniq

Would you please send the output of both commands?
