Bug#242006: Countrychooser: Short country list should be translated now

I tested the patch and I hereby confirm that it indeed works. The
short country list is now translated. Evgueny solution is simple and
very efficient....
We should maybe try to find a way to deal with the /etc/shortlists
file we're left with after debian-installer.
Maybe an /etc/countrychooser/ location would be better....but this
eats a few bytes on the root disk, right?
