Would it be possible to image/burn the sarge ISO in multi-session, and then the user would be reponsible for ensuring any future sessions are properly imaged/burnt wrt. original session data? This should cause all the files to appear in one mount tree. You could then point at the packages with the file://cdrom/extra just fine.
