I had the following partiton setup after an install:

hda1 /boot
hda2 /
hda3 (old debian install, with hda1 as /boot)
hda4 (old debian install, with hda1 as /boot)

os-prober found hda3 and hda4 as linux systems, and so grub-installer
told me those would be on the menu. So I was suprised when it did not
add them there.

Of course what happened is that when it was trying to add them to the
menu, linux-boot-prober failed to mount their (already mounted, and
taken over) /boot partitions. So it skipped them.

It would be better if the linux-boot-prober step happened _before_ the
user sees the list of available OSes. This might even simplify the
code..
