Build-Depends: gcc

But thats already Build-Essential. Only problem is you need a
Debian-m68k-amigaOS port. :)

I think policy should be ignored for this if there are no legal
concerns. Its free software, its build with free software and if all
the source is in main that should be enough. Any user could make a gcc
crosscompiler and build the bootloader.

Would be a shame if it can't be on the official CDs. Whats the point
of making a release if its unusable since you can't boot? If policy
needs an exception for it then lets change it. Every release so far
did.

(assuming all of the bootloader and libs source is DFSG free)
