Ah, yes. I sent a bug report off about this using 'glibcbug' but it
bounced and I didn't follow it up.

UTF-8 definitely works with Welsh: I've been using cy_GB.UTF-8 as my
locale for nearly a year. In my opinion, UTF-8 is preferable to UTF-8.

I'll try and get cy with UTF-8 listed as supported in glibc. In the
meantime, what should be done?
