Yes, it is possible, using debconf preseeding (d-i is all debconf, and all
second stage packages are to be controlled by debconf as well). It's perhaps
not all that intuitive yet, but if you search a bit further in the list
archives from the last week, you should find a few pointers.

Yes, reportbug against the package in question (debootstrap in this case).
The issue you're referring to is a known problem, though.
