No idea, can you please tell to which values debconf/language and
debian-installer/language are set
1. after languagechooser is run
2. after an error message is displayed
I believe that they are stored in /var/lib/cdebconf/questions.dat, and
you must finish the current item selection and go to the main menu so
that these values are updated.
