The amiga kernel udebs are part of the linux-kernel-di source package.
Goswin has been working on that.

Since debian-installer works slightly different as compared to
boot-floppies, I had been thinking to make the cdrom-image get its
stage2 udebs from CD-ROM, whereas the netboot image would get those from
the net.
