wrong rendering of README.txt

I got the netboot image from
http://gluck.debian.org/cdimage/testing/netinst/i386/daily/. The README.txt
file over there has this rendering:

but shouldn't this be

------------------------------------
About This CD
=============
This CD-ROM is labeled
------------------------------------

instead?



If I found similar errors, how should I report them to the bug system, i.e.
which package?
