I think perhaps hw-detect should, if the prompt was not initially
displayed, and a module fails to load, prompt again for parameters at a
higher priority and try the module load again. Does this make sense?

ne.o depends on these and depmod finds the dependnencies so I don't
understand why a manual load would be needed. If I modprobe ne in d-i,
it loads the above three modules first (of course ne itself fails to
load as I have no such card).
