I see no reason why it would be ia64 specific.  I assume it is no longer
possible to create filesystems with parted on any arch.  d-i will of
course create filesystems for you, for ext[23], so the fact that parted
can't currently create an fs isn't fatal for i386.  It is fatal for ia64
because we rely on parted to create the FAT boot partition filesystem.

parted can still create partitions, it just can't create filesystems
within those partitions.  mkpart works, mkpartfs and mkfs don't.
