Then it would seem your root floppy is broken.

This is because hdb1 is an 'EXTEND' partition that contains nothing but
a partition table.

Well, the kernel sees an empty MSDOS filesystem, but no files it can
boot. The kernel does not contain any interactive shell or installer; it
needs access to a number of files on a root filesystem to do anything
useful.

It will appear once you use a correct root filesystem, which is the one
that's in compressed form on the second floppy. Try writing a new
floppy.
