I think the sanest way to do this is as follows:

CAPB backup # backup is now on (if you get "backup" back in the return code)
CAPB        # backup is now off

Note that there is nothing in the debconf spec that says that CAPB can
be used only once in a debconf session. debconf may not implement this
properly though. cdebconf may, I don't know. Also note that of course if
you have other capabilities you need to add them to both commands;
"CAPB foo bar" turns off backup while retaining foo and bar capabilities.
