Turning off backup

I want a way to turn off backup support in cdebconf. It makes absolutely
no sense to have a backup button on the question that follows a "fatal"
question like autopartkit's "can I go ahead and wreck your hard drive?"

Programs that have their own loops may also want to control when and
where you can back up.

Until we figure out a way to back up from the main menu (the problem is
programs with several questions and state...), it should not be possible
to back up from the main menu.

These are the examples I could think of right now.

What's the best interface for this? Three suggestions (in order of
preference):
 db_capb nobackup
 db_capb -backup
 db_nocapb backup
