I think we need a separate util-linux udeb, which contains such tools like mkswap. Or the other way is to create two busybox packages, one small version, which fits on the netimg (busybox-small-udeb for example) and one big version. The second one can installed via anna/retrievers (using the dependancy field). The small one should only include the absolute minimum applets which are required, so we can include more kernel modules on this floppy.
