I never heard of something like this. What I discussed with Martin was
the following:
Each library udeb provides the name of the deb package that contains
this library. So libc6-udeb should Provide: libc6.
dh_shlibdeps will insert a Depends: libc6 (> VERSION). Current saying
is, that udebs must not have versioned depends, but Martin told me
that the versions just do not get parsed by udpkg. So we should go
fine with this solution (and should update the docs, that versioned
depends are not forbidden, only disregarded).
