I don't think the user should be presented with vacuous choices:
it wastes their time, it is confusing (what am I missing?), and
the users who will be performing so many installations that they
sometimes do and sometimes don't see the question will be
experienced enough that it won't bother them.

Then again, my usability experience is limited to reading
_Bringing Design to Software_.
