I assume you are already referring to 

http://www.debian.org/releases/stable/installmanual

for installing via debootstrap? The program to run after booting or
chrooting into Debian is /sbin/base-config. Then run tasksel to
install major pieces of software, and aptitude to pick individual
packages.

If you have dpkg running, but it's not registered, yo can use

dpkg --install dpkg

The same logic works with 

apt-get --reinstall install apt-get
