The OpenFirmware implementation on oldworld Macs is pretty weak.
Sometimes you have to patch it, or work around its problems.

Since it sounds like you can see what's happening in OF, what 
is the output of 

dev / ls

devalias 

(and) 

printenv

Of particular interest is the boot-device, and whether it seems
to correspond to a real device in your device tree. You can use
one of the aliases to simplify the path, and set it using something
like

setenv boot-device scsi/sd@5:0

No, I don't think this will be necessary. Also, try searching
the list archives here for Performa, there may be some specific 
hints you can use.
