So the deal is that base-config needs some way to know it is running as
the second-stage installer, vs being run manually after the install.
dbootstrap_settings was convienent. I hope that for debian-installer a
better means of communication with base-config can be set up; like just
copying over the cdebconf database so I can use some of the answers
given during the first-stage installation.
