Bug#166803: mklibs fails if the output of readelf is translated

When I run mklibs in an sv_SE locale I get

E: Dynamic linker not found, aborting.

but when I run it in  the C locale it works fine. The reason for this is
that mklibs parses the output of readelf, and of course fails if that
output is translated. If mklibs relies on the output of readelf being in
English, it should probably make sure that no environment variables
interfere with that :-)
