I tried this step, and it worked fine for me. But I'd suggest just skipping
the blocks check; it's really not very useful for modern disks in any case.
Or how about initializing it as a regular partition, doing the blocks
check there, then unmounting and re-initializing as swap (again
without the blocks check)?
Of course the problem should be run down; but you're asking how you can
get it installed.
