The file contains:
dasd=192-191 ro

When booting Debian/390 with that parmfile, the kernel says:
invalid range, so the line should read:
dasd=191-192 ro

Oh, and wouldn't it be nice to have a TDF file too?  Something like:

/tapes/kernel.debian  FIXED RECSIZE 1024
/tapes/parmfile.debian    TEXT
/tapes/initrd.debian  FIXED RECSIZE 1024

It turns out that these ranges are broken by design, so I've kept
them all invalid.  See the bug report logs[1] for the rationale.

It turns out this is already provided on the CDs, which is the
only place it is useful.
