What are the character codes for the borders ?
Aren't they outside of the ASCII charset ?

Other flavors probably have the locales set.

No. wrong. It should be using whiptail-utf8.
I know it won't work, I changed it. If it does, it is broken.

Everything on i386 should be built for -utf8.
If it isn't, something is severely broken.
