actually we only need 'make docs' to work from the top-level because it's called from the top-level makefile, for everything else it's quite reasonable to expect one to enter the documentation directory first, so let's move everything but the necessary stuff from Makefile.docs to Makefile; removed unused and pointless *KVER variables; marked mirror-to-master as deprecated; rearranged the .PHONY lines and reversed order of rules in M.docs while I was at it
