rewrote the install rules to eliminate the INSTALLSTYLE variable which was never used separately of OFFICIALWEBBUILD, and eliminate the need to use the shell junk in *doc-web, and optimized the symlink creation stuff; don't bother checking OFFICIALWEBBUILD's value, just if it is defined
