Best way to build a chrooted Woody system to work/test boot-floppies

Hi,

I'm currently trying to build a chrooted Woody system to build/test
boot-floppies from CVS.

As people here surely have much more experience doing that than me,
could someone point me the better way to do this ?

Should I give pbuilder a try or there's a better (and easier) way to do
this ?
