abandoning i18n/non-i18n mixed builds

having a IRC discussion with Junichi, came to the following consens:
- we should not try to build i18n and non-i18n version of dbootstrap at
the same time. This have lead to confusion and runtime problems too
often to risk such combinations in stable release
- we should not make mixed builds. Soon, we have all slang-using
programs in poor utf8 and non-utf8 version
- if LC is set to true, only -utf8 versions have to be build, and vice
versa
- the vanilla flavor still does not support framebuffer. If FB is not
present, or the user disables it with video=vga16:off, it should still
work (*) with the default (english) locale (**)
(*) boxes in dbootstrap-ls look a bit ugly without framebuffer, but it
does not hurt
(**) Some people set a diffent language setting and build without
LANG_CHOOSER. This worked okay with latin1 languages in previous
times, but now we have the -utf8 support and this should be used
instead.
