How so? Many systems work fine with /var, /tmp and even /home on the root
partition. People who are installing servers will have their own partitioning
scheme that they will want to use. Those installing desktops, embedded
systems, etc. will do fine with two, or even one, partition.
So long as "smaller root partition" is clarified to mean "smaller than /usr"
not necessarily "small".
