I don't really see why that's a big concern. Why wouldn't the
custom-builder in this case simply link with the non-i18n libs?
My overriding concern, and the reason I closed this bug, was that
'make check' is a reliable way to ensure a good build for the *stock*
images which are destined for Woody.
