Yes, this is a problem.

I would suggest putting it at a well-known location and linking to it
from the documentation.  It also might be possible to put a link to it
from http://ww.debian.org/releases/woody or something.  We can do all
this without including the script into boot-floppies and therefore
Debian proper.
