[almost-a-patch] Brazilian portuguese (pt_BR) release-notes.sgml translation

Hi,

I've worked hard in order to translate the whole release-notes.sgml
file to brazilian portuguese (pt_BR). The translation is against
yesterday's night CVS version of the related file.

The existing release-notes.pt.sgml transaltion is against Release Note
for Debian 2.1 `slink'.

Could someone with CVS write access commit this one for me ?
