I really don't think that's a good way to measure, but I can't suggest another one, so I can't really say anything. aph, have in mind that at least two languages in the boot floppies don't have a "real" country. Galician belongs to Spain, same as Catalan (not a big problem in our case, as obviously there's no chance they could compete for a seat in the root disk).
