That would fall under "install base over NFS".  Just share the  CD
as an NFS export.

This is pretty obscure, IMHO.  The user could either download the
basedebs.tgz, or else copy over the contents of the CD into a local
partition (vfat I guess -- has anyone tested that?) and use that.

Still not convinced.

Anyhow, this issue, of whether CD#1 should include basedebs.tgz will
have to be taken up with the debian-cd folks
<debian-cd@lists.debian.org>.  The boot-floppies team doesn't control
the contents of the CDs.
