Make it only happen if exim.conf doesn't exist, or is 0 bytes. If we then bug lilo to drop the dep to a suggests (since logrotate will stay as important, so it's not like it'll ever be removed unless the admin specifically does it) debootstrap can be changed to not include exim at some point in the future easily. I think I'll re-instate Section: base as far as automatically determining what packages to install goes.
