Bug#98075: Update inst-methods.sgml, add suntar, hfs; update setlang sections

this is WRONG.  Disc Copy WILL allow you to burn any disk image you
want, the problem is you must set thier file type and creator codes to
something it wants.  if you set these to type: DDim Creator: ddsk

once you do that and use the `Utilities->Make Floppy' menu item it
will allow you to burn any file with the above type creator to a
floppy.  it need not have any filesystem at all, root.bin, ext2
floppies, a file consisting of nothing but nulls etc.  it will do them
all. 

do not apply this above patch as it is 100% misinformation.
