There's a problem with this approach.  Some languages are not supported
very well on the console -- eg. Asian languages.  These languages might
need some special framebuffer programs to display the characters.  If
the default locale was set to an Asian locale, and the framebuffer
program fails to load for some reason, then any i18n-ed console program
would display garbage.

A better approach IMHO is to leave the default locale to C, but make it
easy for individual users to choose their own locale.  The package
language-env does this, though more modules and perhaps a GUI are
needed.
