yes. it'll be tagged accordingly when it's ready for release.

yes, and it may be available for limited uses for woody.

a udeb is a debian package that is a "minimal" version of an
application; it may not be completely policy compliant, does not support
all features of dpkg, and is used by the debian-installer.
