Bug#68562: marked as done (Missing /etc/modules.conf file in base2_2.tgz)

I noticed that though the base system has files in /etc/modutils, and
the update-modules command is part of the modutils post-install
script, there is no /etc/modules.conf file in the base system.
Perhaps the modutils post-install script isn't being run when the base
system is put together for the boot floppies.

This was by design IIRC. Why is this a bug?
