Bug#63256: base: busy filesystem during shutdown

No, I made a mistakw, no symlink, symlink is from another partition to
/usr and busy filesystem is /var. I was thinking about leafnode. I saw
that problem, some days after leafnode update (slink->potato). I made
several controls, but no results.
