Bug#63315: boot-floppies bug in potato

When installing potato from the rescue, root and driver floppies the
following error occurs while enabling the intel etherexpress 100/pro module:

/target/etc/modules.conf: file not found

Instead of modules.conf, there is a modules file in /target/etc. When I
symlink it to modules.conf, everything works fine.
