Libdb2, and release rambles

I just moved libdb2 from four of the PACKAGES_arch files to
PACKAGES_all, because powerpc certainly needs it.  This also adds it on
ARM; is this wrong?

I'd like to see a .12 release in two or three days, I think.  I suspect
we'll turn up lots of other little problems soon; we already fixed the
cosmetic touch error in dbootstrap, also.
