FYI, I had the exact same problem with the official
2.2.9 boot-floppies release.

$ strings /usr/bin/apt-cdrom | grep Debian
Unable to locate any package files, perhaps this is not a Debian Disc
Please provide a name for this Disc, such as 'Debian 2.1r1 Disk 1'
$ dpkg -S /usr/bin/apt-cdrom
apt: /usr/bin/apt-cdrom

It said

/dev/cdrom      /cdrom          iso9660 ...

(not sure about the rest of the line; I'm only near that system in the
weekend, but I know it tried to mount /dev/cdrom on /cdrom)
