I had a similar problem with a Dell OptiPlex DGX 5100. My work around with
boot-floppies 2.1 was to boot with a DOS boot floppy with CD support (NCR
SCSI boot disk that came with my machine) and run boot.bat from the CD,
which worked fine.

Perhaps you can do something similar?
