For one, it has to do with the underlying design of potato
boot-floppies, and that's way too late to change for potato.  For
woody, all bets are off.

For two, in fact, not much of the stuff in root.bin is duplicated in
base.  root.bin uses busybox for many programs rather than the actual
stuff from actual pacakges, i.e., it has it's own init etc etc.
