Please file your report on the correct package.

You can check the name of the package which has the command by:

   $ which hostname
   /bin/hostname
   $ dpkg -S /bin/hostname
   hostname: /bin/hostname

so "hostname" is the package which has the command "hostname"

 "base" is not the garbage-collector, and the reports which has
been sent to "base" by mistake has less chance to be fixed,
because that package should be fixed by their own maintainer,
and the maintainer can not read the reports when he does not
receive the reports at all.

It is important to send your bug report on the "correct" package.
