Bug#58594: base-config: apt-setup bug?

I accidentaly configured Debconf as critical-mode, although wanted to answer
everything what could be asked. But I couln't find any way how to
re-configure Debconf. Now I can't see the existence of Debconf at all,
because nothing is asked, and those questions, asking about whether to
replace locally changed configuration files, work in simple text mode
<Y|N|O|I....>
I consider it a Debconf bug, or documentation lack, or something else, but
sure there are problems with this thing.
