i386 install fails to load modules

Hello,

I not sure if this the right ML for the following problem:

When using the resue.bin & root from a debian ftp mirror
in the directory
dists/potato/main/disks-i386/2.2.6-2000-02-07/disks-1.44

I not able to load modules for a network card ( for network install )
on tty3 there is message like
modconf: can't open for write /lib/modules/2.2.14/mod.conf
(or something like that ( It was late last night ))

"dbootstrap" is confused by it, network base install is not possible.

I tried to create /lib/modules/2.2.14/mod.conf
in /target/lib and
 also in the ramdisk
  ( after removing the sym-link "/lib/modules/ -> /target/lib/modules )
but it didn't help.

On other tries, I saw messages from "modconf" before dbootstrap fills the
screen.

lsmod rapports "unix_dontknow_exact", so there modules loaded.
